The Economic Cities program was born during the 8th 5 year plan and is designed to respond to 2 major needed improvements issues affecting the diversification of the economy: a lack of regional balance between the 13 provinces which has produced crowding and wealth corridors that have left sections of the country economically underdeveloped, and encouraging true participation of the private sector in that diversification.
